This is time at which local encryption keys are updated from the key server, and any expired keys are removed from the key list. This update process also takes place whenever services are started and it has been more than 24 hours since the keys were last retrieved. This allows occasionally used installations to keep keys fresh even when they are not up for an entire 24 hour period.
